Release 39

We now have the ability to upload, move and delete Files on plan items via API!

Here's a summary of what's new:

• Added API support for uploading and managing Files on plan items (Package, Project, Sub Folder, Task).
• New fileCount field included in the response for the Items endpoint. When fileCount value is greater than 0, it indicates that the plan item has one or more files uploaded on it.
• Added a new filter on the Items endpoint that allows pulling a list of items that have files uploaded on them.
